Joseph Kabila Kabange, né le 4 juin 1971 à Hewa Bora, est le président de la République démocratique du Congo depuis l'assassinat de l'ancien président, son père Laurent-Désiré Kabila, le 16 janvier 2001, au cours de la Deuxième guerre du Congo. Il est également à la tête de l'Alliance pour la majorité présidentielle (AMP). Le 27 novembre 2006, il est déclaré par la Cour Suprême de Justice gagnant du 2ème tour des élections présidentielles, organisé le 29 octobre 2006, devenant ainsi le premier Président de la République à être élu au suffrage universel direct.
Biographie
Joseph Kabila Kabange est né le 4 juin 1971 à Hewa Bora dans la région du Fizi (Sud-Kivu), Sa mère, Sifa Mahanya, est la première épouse de son père, Laurent Désiré Kabila. Il a une sœur jumelle, Jaynet.
Sous le régime de Mobutu, il est en exil en Tanzanie. Il est inscrit à l’école française de Dar es Salaam, où il se fait appeler pour des raisons de sécurité Hippolyte Kabange Mtwale. Il s’occupe également des pêcheries que son père possédait alors sur le lac Tanganyika. En octobre 1996, il rejoint ce dernier, lors de la première guerre du Congo et est formé au métier des armes par le chef d’état-major de l’armée rwandaise, James Kabarebe.
En 1998, alors que son père est président, il a tenté de stopper la guerre civile et fait retirer, avec succès, les troupes étrangères stationnées dans le pays.
Puis en 2001, à la suite de l'assassinat de son père, il est désigné par l'entourage de ce dernier pour tenir la présidence de la République démocratique du Congo.
Suite à un accord de paix qui met fin à la deuxième guerre du Congo, un gouvernement de transition a été mis en place en 2003 et comporte les chefs des deux principaux groupes rebelles qui deviennent ainsi « vice-présidents ». Cette transition prévue pour durer 2 ans devait déboucher sur des élections avant la fin de l'année 2005. En fait, les retards dans l'exécution la repoussent jusqu'à fin 2006.
Le 28 mars 2004, des supporters de l'ancien président Mobutu Sese Seko tentent en vain de renverser Kabila fils par un coup d'État.

Depuis son arrivée au pouvoir, Joseph Kabila doit faire face à des guerres répétées dans l'Est du Congo où des forces rebelles internes ou appuyées par des gouvernements voisins (Ouganda, Rwanda) tentent de déstabiliser le pays par la violence, le crime, le pillage des ressources. Néanmoins ces rebelles sont aussi motivés par autre chose que l'appât du gain et le contrôle des mines d'or et de diamant : les anciens génocidaires hutu se réarment au Congo et mènent des raids militaires au Burundi. Le Rwanda comme le Burundi qui souhaitent entrer dans une période de calme dans la région des Grands Lacs, pourchassent les miliciens interahamwe dans l'Est de la RDC.
A l'été 2006, lors des élections présidentielles, les troupes de Kabila (garde présidentielle) et les partisans de Jean-Pierre Bemba se livrent à des combats à l'arme lourde dans Kinshasa.
Controverses sur ses origines
Certains de ses détracteurs, notamment parmi les membres de l'UDPS, de CODECO ou du MLC de Jean-Pierre Bemba qui l'affronte lors de l'élection présidentielle de 2006, lui prêtent diverses origines (Rwandais de père et de mère, Tanzanien de nationalité) et défendent qu'il n'est pas Congolais.
Parmi ces accusations, l'une affirme qu'il serait le fils de Christopher Kanambe, un ancien camarade de maquis de Laurent-Désiré Kabila. Ce dernier étant mort dans d'obscures circonstances, Kabila aurait fait sienne son épouse et adopté les enfants Joseph et sa sœur jumelle Jeannette.[]
Ces allégations continuent d'être réfutées par le camp de l'intéressé, qui y voit là de la médisance, de la diffamation voire des insultes[. ] À l'appui, l'affirmation que le fils de Kanambé (qui serait confondu avec Joseph Kabila) serait encore en vie et vivrait en RDC à l'heure actuelle.

Par delà la problématique familiale, le problème de fond est d'ordre juridique. Il se situe au niveau de la nationalité de Kabila. Ayant fait le service militaire en Tanzanie, les opposants de Kabila lui attribuent la nationalité tanzanienne. La nationalité congolaise ("congolité") étant une et exclusive, Kabila n'aurait pas déposé une demande de nationalité congolaise à son arrivée à Kinshasa. Ses adversaires estiment que le fait de se donner un passeport congolais sans remplir le dossier de demande de nationalité et sans suivre la procédure prévue par la loi est un acte illégal, un mépris de la Constitution et des lois en vigueur en République démocratique du Congo. Ses partisans confondent la question de la nationalité ("congolité") avec celle de l'ethnicité (par exemple la "lubaité") et passent ainsi à coté du débat.

Joseph Kabila Kabange (born June 4, 1971), known commonly as Joseph Kabila, became president of the Democratic Republic of the Congo after the assassination of his father Laurent-Désiré Kabila in January 2001. On November 27, 2006, he was confirmed as the first Congolese President to be democratically elected by universal direct suffrage.

Biography

Early life and education

Joseph Kabila was born in a small town Hewa Bora, in the Fizi territory of the South Kivu province, in the east of the Democratic Republic of the Congo. He is the son of the former rebel leader and DRC president Laurent-Désiré Kabila and Mahanya Sifa Kabila. However, there are some doubts as to the legitimacy of this lineage.
Kabila started elementary school in the public school system, in Fizi, South Kivu, and finished in Dar Es Salaam, Tanzania. He then went on to attend secondary school at a Tanzanian secondary school, in Mbeya.
Guerilla and army years
In order to integrate his father's rebel forces, Joseph Kabila followed a military curriculum in Tanzania, and from the neighbouring governments of Uganda and Rwanda, after graduating from high school. In 1996, he joined Laurent Kabila's Rwandan backed rebel forces (the Alliance of Democratic Forces for the Liberation of Congo, (AFDL)), as operations commander, in the campaign that is dubbed the First Congo War. Following the AFDL's victory, and Laurent Kabila's rise to the presidency, Joseph Kabila went on to get further training at the National Defense University, in Beijing, China.
When he returned from China, Kabila was given the rank of Major-General, and appointed Deputy-Chairman of the Joint Chiefs of Staff of the Congolese Armed Forces, in 1998. He was later, in 2000, appointed Army Chief of Staff, a position he held until the elder President Kabila's assassination in January 2001. As chief of staff, he was one of the main military leaders in charge of Government troops in the Second Congo War.

Presidency

Kabila rose to the Presidency on 26 January 2001 after the assassination of his father. At age 29, he was considered young and inexperienced. Joseph Kabila subsequently attempted to end the ongoing civil war and remove foreign troops from the country, with some success. The 2002 peace agreement signed at the Inter-Congolese Dialogue in Sun City, South Africa, which nominally ended the Second Congo War, maintained Joseph Kabila as President and head of state of the Congo. An interim administration was set up under him, including the leaders of the country's two main rebel groups as vice-presidents (two other vice-presidents are representatives of the civilian opposition and government supporters respectively).
On March 28, 2004, an apparent coup attempt or mutiny around the capital Kinshasa, allegedly on the part of members of the former guard of president Mobutu Sese Seko (who was ousted by Kabila's father in 1997 and died in the same year), failed. On June 11, 2004, coup plotters led by Major Eric Lenge allegedly attempted to take power and announced on state radio that the transitional government was suspended, but were defeated by loyalist troops.
In December 2005, a referendum approved a new constitution, and a presidential election was held on July 30, 2006 (having been delayed from an earlier date in June). The new constitution lowers the minimum age of presidential candidates from 35 to 30; Kabila turned 35 shortly before the election. In March 2006, he registered as a candidate.
According to provisional results announced on August 20, Kabila won 45% of the vote; his main opponent, vice-president and former rebel leader Jean-Pierre Bemba, won 20%. Kabila fared better in the eastern part of the country, where Swahili is spoken. A run-off vote between Kabila and Bemba was held on October 29. On November 15, the electoral commission announced the official results and Kabila was declared the winner, with 58.05% of the vote. These results were confirmed by the Supreme Court on November 27, 2006, and Kabila was inaugurated on December 6, 2006 as the country's newly elected President.
Although Kabila registered as an independent, he is the "initiator" of the People's Party for Reconstruction and Democracy (PPRD), which chose him as their candidate to the election.
In response to accusations that sex crimes had been committed by the Congolese military, he pointed out that 300 soldiers have been convicted of sex crimes, although he admitted that is not enough.

Joseph Kabila claims to hold a Bachelor of Arts degree in International Studies and Diplomacy from Washington International University, a non-traditional, distance learning university, with no classroom attendance required.

On June 1, 2006, after many wedding rumors were fueled by many in top positions in the country, the head of the Presidential Household, Ambassador Theodore Mugalu officially announced the wedding of the President to Ms. Olive Lembe di Sita. The wedding ceremonies took place on June 17, 2006. Mr. Kabila and his spouse have a daughter, born in 2001, named Sifa after Kabila's mother.

As President Kabila is Protestant, and Ms. Lembe di Sita is Catholic, the wedding ceremonies were ecumenical, and were therefore officiated by both the Catholic Archbishop of Kinshasa, Cardinal Frederic Etsou Bamungwabi, and Mgr Pierre Marini Bodho - Bishop and President of the Church of Christ in Congo, the umbrella church for most Protestant denominations in the Congo, known within the country simply as "The Protestant Church".
